Azerbaijani President Ilham Aliyev, on the anniversary of the cessation of hostilities of the 44-day aggression against Nagorno-Karabakh and Armenia, broke out with another militaristic protest.

(1) The independence of the Republic of Artsakh (Nagorno-Karabakh) has its authoritative legal basis under international law in the principle of the right of peoples to self-determination.
Its respect and implementation is expressly recognized as one of the goals of the United Nations (Art. 1 No. 2; Art. 55 UN Charter). The legal content of the principle is determined by the identically worded Article 1, Paragraph 1 of the two United Nations International Covenants of December 16, 1966, which came into force in 1976, on civil and political or economic, social and cultural rights. It consists in the “right of all peoples to decide freely and without outside interference about their political status and to shape their economic, social and cultural development”.
In late September Michael Rubin, a senior fellow at the American Enterprise Institute, wrote an article Nagorno-Karabakh: A Year of U.S. Failure in the South Caucasus.

The closure of Armenia’s main north-south highway has continued into its second day, in what appears to be yet another instrument of pressure that Azerbaijan is using on Yerevan in order to exact further concessions following its victory in last year’s war.

While the outbreak of war sparked an outburst of nationalism and hatred in Armenia and Azerbaijan, a handful of voices on each side instead chose to advocate for peace. In Azerbaijan in particular, these figures have suffered heavy social media harassment, including death threats, and in some cases pressure from the authorities. A new word was coined: “novarçı,” or “no-warist,” referring to the “no war” Facebook profile image that many of them used.

Khadija Ismayilova is Azerbaijan’s most renowned investigative journalist, a longtime colleague, and a close old friend: practically family. For her pioneering work, she had spent 18 months in prison and five more years under a travel ban. But now she was finally free.
